Introduction: At the summit of senior executives of CIO Zongg State Enterprise and Digital Corporations in the autumn of 2026, the Director General of Silicon-based Mobile Solutions, Don Ampo, shared the reasoning infrastructure and ROI practice for the size of LLM Zong State Enterprise.
On the occasion of the 2026 Autumn Summit of Senior Executives of Zong State Enterprise CIO and Digital Corporations (19th), hosted by Enterprise Network D1net, Don Ampo, Director of Silicon-based Mobile Solutions, attended the Summit and made a theme-sharing exercise, from “calculations” to “Token productivity”: the reasoning infrastructure and ROI practice of the LLM scale-down of ZON State Enterprise. Here are some of the highlights of sharing.
At the moment, AI applications are in the early stages of explosive growth, and Token consumption is increasing exponentially. Behind this is the continuous evolution of the model architecture and the rapid pace of its updating; at the same time, the algorithm architecture is constantly evolving. Models and algorithms are mutually reinforcing iterative processes. For an enterprise, these changes need to be matched by a diversified model service for its business landscape and cost containment.
So what Silicon flows is doing is getting through the transition layer between arithmetic and Token: to unify the algorithm; and to make models run faster and better by self-studying the reasoning engine. We built the Token factory in the public cloud and helped Zong Guo build its own Token factory inside.
In short, the multiple matching of model and calculus is done through systematic reasoning. On this basis, Silicon-based flows present the Token core productivity formula: Token productivity = capacity x utilization x quality of delivery. Among these, production capacity is determined by the hardware capability of the chip, the level of model optimization; utilization is achieved by flow management and computer smart movement; delivery quality includes the precision of model reasoning, tool call, etc., in the performance of success rate and the stability of SLA services required in the production environment.
From unified tube to model operation, real power utilization.
We have designed four-tiered decoupling structures from both the operational and flow perspectives. Linking model operation, model operation, reasoning execution and computational movement, covering the entire life cycle of a model from deployment, acceleration to service movement. The architecture of fragmentation is also designed to adapt to the existing platform-building situation in ONG State and to avoid duplication; if the enterprise has the capacity to conduct self-study, it can combine the existing system interface with the need to reverse, i.e. it can directly fill the required capacity in a “capacity mix” manner.
Model gateway: Not only entry points, but also model operating platforms.
This layer is directly oriented towards users of model services, such as local molecular companies and affiliated groups. All LLM calls are made through the floor to complete the basic work of measurement, costing, assurance, etc. More importantly, it provides a wealth of dispatch and route strategies: Requests can be routed to the corresponding model service, depending on the response time requirements of the different business scenes, to achieve no inter-business impact and to ensure that the parties receive satisfactory SLA, while also supporting flexible movement according to different objectives, such as performance and cost priorities.
Model service platform: deliver best practices on deployment and mobility to enterprises.
This layer mainly manages the capabilities of models up and down from the base, model warehouses, etc. from a business perspective. We'll put in the best practices of model deployment so that businesses can pull up the model with one key instead of refitting it every time. We have adapted to the nearly 100-dollar model, and the new mainstream model continues to fit, with the goal of enabling the business team to open and use it.
High performance reasoning framework: Optimization of models and hardware.
We work in depth with different algorithms to develop self-study sub-regulating and communication libraries around specific models and algorithms to release the model ' s performance on counterpart hardware to the extent possible. For example, in partnership with China, DeepSeek R1/V3 Token, based on a national chip, was first introduced in the industry, and an optimised reasoning solution was developed and optimized for the Cloud Matrix super-node cluster, achieving single card decode throughput on DeepSeek-R1 in excess of 1,920 tokens/s; the global commercial deployment of Kimi-K2 LLM, based on the C550 cluster, was launched; and the deployment of DeepSeek-V3 on the Moleline MTT S5,000 chip to achieve single card Prefilla throughput in excess of 4000 tokens/s, Deode over 1,000 tokens/s.
At the same time, our reasoning techniques are evolving: as the model processing task of context grows and continues to grow, there is a need for continuous optimization of the reasoning framework, such as algorithm optimization, communication optimization, model quantization, and so forth, together with PD separation and KV Cache sorting unloading, the overall performance of model reasoning and the ability to swallow up.
Calculator movement: elastic management of computing resources.
Flexible and flexible computing is a key element in reducing the cost of reasoning and improving the efficiency of computing. However, calculus planning often faces the dilemma of overestimating, possibly quickly overloading or even overloading, and being fully configured at the peak of the day, which can cause waste of resources in other times. Therefore, both flexible scaling-up strategies and operational instruments are needed.
For example, when Zongxi provides model services to various molecular companies, time-fixing can be used in internal settlements: normal day-to-day pricing, night-to-night discounts, and partial operation at night. Different models may be used by each operation, which requires that the platform be able to adapt models based on examples of dynamic multi-dimensional indicators such as request queues, performance, etc.
The ONG State Enterprise case: from “rent machines” to “call model services”
We've served a group of Zong Guo State Enterprises, which used to have about 50 machines serving subordinate molecule companies. The early service approach was straightforward, with molecular companies applying for machines and deploying their own models, which, frankly, were “rent machines”.
As a result, 40 or 50 model examples have been developed, but overall computing utilization is low. Some units have only deployed one model, some for the day and night, and others for only a few days a week. The machine was occupied, but did not produce a constant payload.
We are working with our clients to re-engineer the status quo: one model, one calculus. The duplicate model will be reduced to about 10; the machine-based allocation of resources will be replaced by the Serverless model service, which will be called by the API in a unified manner and will no longer concern where the model is actually deployed and which machine is occupied.
So, the same 50 machines can do more. For example, some small models could be used to carry some of the existing ones, which would free up many machines to deploy new large-parameter models, such as GLM-5.2, DeepSeek-V4-Flash-0731. In the past, there were no conditions for such models to operate within the group. In fact, however, new models of large parameters are important for business exploration, as the upper limit of model intelligence also determines the upper limit of application of innovation. Through model harvesting and computational intensive management, we have deployed these models and combined performance optimization to make more scenes from “unusable” to “usable” and from “explorable” to “quant”.
Turns out, the biggest concern on the side of the business is to explore and make an Agent. Can you take on more calls? There are questions in your hearts. After the new model is online, the output speed is largely maintained at 30 tokens/s in combination with more simultaneous tests. Using programming as an example, over 30 TPS is the basic requirement for better use experience. In comparison with the same model, we've achieved a 40-100 percent performance improvement. Of course, depending on the length of the input and output, the specific benefits are different.
Overall, there has been an improvement in the capacity of models to swallow and an increase in the utilization of computing power. This overlap, which is ultimately reflected in the cost per million Token, is an indicator that many enterprises will use to measure the efficiency of reasoning services. In this case, the cost per million token of the original Qwen model was more than 100, adjusted to be less than ten dollars. The cost decline was significant, but it was crucial to open up more business scenes that would otherwise have been difficult to land.
Further upgrade ROI, application optimized with infrastructure
As the Agent scales down, we also observe a problem: there is a certain disconnect between the application and infrastructure layers. In the past, even with primary responsibility for the front end, developers usually have some understanding of database indexes and SQL optimization. The LLM application is now more visible than the infrastructure hierarchy, and the application side does not necessarily fully understand the bottom line reasoning and the cache mechanism, which directly affects efficiency.
In Coding, for example, we are exploring this optimization with our clients. The software project in Zongxi, instead of writing an app today and doing another demonstration tomorrow, will last for years. The code warehouse will be continuously updated and the code will be submitted daily and constructed as part of the long-term work. How these codes are constructed into models, Context, is critical.
If context is poorly constructed, each request cannot hit cache and hundreds of thousands of Token input will consume a large amount of computing power. But if it's well-structured, about 90% of its content could hit cache, and the efficiency gap is visible. For example, in the event of failure to hit cache, the system may support 100 simultaneous deliveries; with an increase in cache hit, 200 may be supported. This upgrade does not add hardware, but reduces double counting. Therefore, the CONTEXT construction itself needs to be optimized in terms of reasoning.
The other direction is to optimize with DevOps. The calculator uses a wave valley, and everybody's using it in the daytime, and the Coding scene has a long input. If all codes wait until a request is made during the day to regenerate cache, they take advantage of a large amount of peak time. So, can the model pre-process the code warehouse and pre-load the corresponding calculations with KV Cache during the daily construction process every night? Thus, there is no need for double counting during the day. These approaches provide an opportunity to further improve the utilization factor. But this part of our ability also depends on us exploring with the scenery.
