•需求对齐、跨角色协作、任务交接和等待,仍然按照 AI 出现之前的传统方式在运行;
•不同开发者使用 AI 的能力严重分化,同一个工具在不同人手里产出天差地别;

When AI has been able to write codes for us, why isn't the whole team delivering as fast as we thought? The answer is not in the tool, but outside it — in the process, in the division of labour, in the organizational structure.
I. Status quo: AI speeded up the locals, but took the tissue friction.
Over the past year, the entire team has done a great deal of AI coding practice and promotion, and AI code generation has continued to increase, with increasing demand entering the in-depth human collaboration phase. But when the scale of practice has increased, a phenomenon of anti-intuitiveness has surfaced:
The greater the number of developers involved in the same needs, the resulting efficiency gains are not evident.
Locally, some development and testing links have indeed been significantly accelerated by AI; from the overall data, the ratio of "AI to demand for deep participation" has not increased as expected. Continue drilling, and we find that the real offset of AI's gains is no longer a tool's ability, but a link outside it:
• Needs alignment, cross-role collaboration, task handover and waiting, still operating in the traditional manner before AI emerged;
• The ability of different developers to use AI is highly differentiated, and the same tool produces very different outputs in different hands;
• The separation of operations, products and research and development, which allows individual teams to map their experiences, makes it difficult to scale them up to other teams.
In summary, AI has accelerated local work and exposed friction in the original organization to greater concentration. The faster the tools, the more the process and the organization's "blocks" are. It's not about AI being useless, it's about the more fundamental places where we're using AI at the point of writing code, without moving "how to collaborate, who to do, how to organize."
II. GENDER ANALYSIS: The card points are on the three levels of "people, process, organization."
Following the phenomenon, the root causes of the offset can be clearly grouped into three layers:
1 person: Developer ' s AI capacity polarized
The person that will be used, let AI help itself complete an entire design and realization; the person that won't be used, AI is just a more fancy search box. When delivery depends on "some of the best", AI's proceeds are locked to death in a person's capacity — not as a team asset, but in personal experience.
2 Process and division of labour: the more people involved, the smaller the efficiency gains
This is the most incontrovertible and crucial one. AI compresses the "writing code" section very quickly, so the costs of matching needs, cross-role recognition, mission handover, waiting with each other for these "people-to-people" proportions are dramatically magnified in total time. The more people are involved, the more they need to be connected and more friction is magnified. AI speeds up "do" but drags the whole thing to "wait" and "transmit."
3 Operational characteristics and organizational structure: efficient but difficult to replicate at scale
Individual teams use AI very efficiently, relying on a deep understanding of business and a set of their own synergies. However, this efficiency is highly dependent on specific persons, specific context, and specific concoctions, and once a new team and a new field of operations are in dispute. The organization of the chimneys is divided so that experience can sink into the "on-island" and it is difficult to standardize and clone.
Division of two paths: R & D perspective vs organizational perspective
These three layers point to a deeper judgment -- which view do we use?
AI x Tools → AI x R & D staff promote R & D organizational change. It starts with an enhanced tool (AI Coding) to strengthen the research and development staff (per capita efficiency), and ends with an attempt to drive organizational change from the research and development side. This is the right way to go, but it's the right way to move the R & D change. – Because the R & D perspective can only be changed to its own, the real closure points in the present situation (demand alignment, cross-role collaboration, chimney-like organization) are just across business, product, and research. The R&D perspective does not allow for friction beyond these boundaries, and naturally it does not. More capable R&D cannot unilaterally re-engineer a delivery process that requires the participation of industrial skills.
The AI x tool →AAI xA staff →AAI x Team →AAI x Organisation. It does not limit AI to the "research and development" job, but rather: first, use AI enhancement tools, and then allow AI to enhance each category of staff (not just R & D, but all jobs such as product, testing, movement control, etc.), and then re-establish these AI-enhanced jobs as teams of people working with each other, and eventually re-engineer the whole delivery organization with AI.
The two paths converged in the first half, but in the second: the R & D perspective stops at "optimizing within R & D" and the organizational perspective crosses the border and moves towards "re-engineering of the whole organization". This is the watershed from "AI writing code" to "AI organizational transformation".
III. Twinning: redesigning the delivery process, division of roles and organizational structure with AI
Now that the roots are on the "people, process, organization" level, and the card points are at the boundaries where the research and development perspective cannot be reached, the approach must be to take an organizational perspective and re-engineer the delivery with AI – not to add an AI plugin to the old process, but rather to rebuild processes, roles and structures with AI as a first-class citizen.
The Multi AI Native (Multica) platform of the Department of International Technology is the landing vehicle for this setup. Its slogan is "Your next staff, not humans" -- turning the mainstream AI code, like Claude Code, Codex, AI agent, into a real team member: it can assign needs to Agent, who can take over, write codes, update status, block reports, as it does to colleagues.
The three layers of root causes are matched by three steps.
Method one: Re-engineer the "role division of labour" — deep down personal abilities into the role and skill base of the job.
The answer to the "competence polarization" is not to train everyone to become a master, but to change their abilities from "personal experience" to "organizational assets".
Agent is a digitalized role for real R & D jobs in target enterprises. Agent, each of which has a fixed functional boundary, standardized work orders and exclusive work scenes, has a specialty in movement control, products, research and development, and testing. Specific capabilities such as test applications, PRDs, messages, cloud deployments, DB operations, etc., are deposited into a reusable Skill Skills Bank, Statute Center, and are repeatedly called by Agent throughout the work area.
Thus, delivery is no longer dependent on "some of the best people who will use AI" but on a standardized, reusable, and sustained set of job roles and skills assets. Differences in capacity are no longer bottlenecks.
Type two: redesigning the delivery process - using Issue as the only source of fact, to replace the human handing over with dispatch.
In response to "the more people, the less effective," the answer is to cut off the need for alignment and the loss of human flesh in the mission.
• Issue is the single minimum delivery vehicle and the only source of fact. The demand description, acceptance criteria, field, comments, copies all fall on the same Issue and all Agents read and write the same data. All documents, changes, contextes under Issue, involving every Agent can be shared, without memory loss, without having to re-enter -- need memory sharing, fundamentally eliminating the cost of "reciprocation."
• Leader is only responsible for dispatch, the brain of the entire project. The task Leader split is assigned to Agent, which consolidates acceptance check, and Agent can advance subtask in parallel and be integrated by Leader. The "wait and pass" between people was replaced by the parallel collaboration and automatic flow of the Agent cluster.
The process is re-engineered, and the curse of "the more the participants" is broken: the cost of collaboration is no longer linear with numbers, but constricts to a structured Issue and an automated schedule.
Strike three: Re-engineer the organizational structure - replace the chimney team with a replicable self-government team.
The answer to the "problems" is to make the "team" itself a standardized, cloned unit.
The Squad team is the smallest self-government business module developed and delivered by AI. It is bounded by a vertical domain with a complete movement control, product, research and development, and testing of the Agent cluster, which can independently complete the entire process from demand acceptance, task dismantling, iterative development, quality verification to delivery closure. Team authority and responsibility, context independence, iterative rhythm independence, team autonomy, team alignment through dispatch hub -- This is an organizational form of collaborative re-engineering.
Precious teams and templates can be copied with one key. Create teams that can browse and clone well-tested teams in other workspaces, and automatically take all Skills and commands from Agent when copying them. For the first time, the paradigm of collaboration of the team was transformed into an organizational asset that could be cloned in an organized manner, rather than being stuck in a team.
The reorganization of the organizational structure has transformed the "stamp experience" from a non-replicable island to a scalable template.
Closed ring: statute fence + continuous improvement of ship
On top of the three-step approach, there is also a mechanism to make the system more effective:
• Regulating the fence (continuous optimization). When AI made a mistake, the right course of action was not simply to speak to correct it, but to sink a statute to restrain it from making the same mistake. Otherwise, the number of human interventions would be in a vicious circle. Every time a mistake is made, it is fixed into a fence for the organization.
• Continuous improvement of the wheel. After each business delivery has been completed, the programme, code, test records, collaborative experience of the output has sunk into operational knowledge, and the Agent capacity has been fed, constituting the "delivering of sedimentation and enhancement of re-delivery" of the continuously improved ship.
IV. EFFECTIVENESS OF PRACTICE: THE TREATY AND CASES OF AI ' S TRANSITION
The first three chapters refer to "why" and "how to do", and the chapter uses real case and empirical data to verify how delivery has changed after the site's organizational perspective, and after the AI process/role/structure has been reconstituted.
This set has run out of evidence of scale on the Multi AI Native platform of the Department of International Technology for Logistics: 64 access workspaces, 931 online Agent, 120 R & D teams, 5945 cumulative Issue, and 1258 delivered Issue (data continuously being updated).

Concluding remarks
AI writes code, it's just the beginning, not the end.
What really determines an organization's access to AI dividends is not "can't write code with AI" but dare to use AI to redesign the delivery process, redraw roles and reorganise team structures. The R & D perspective can push tools and individuals to the extreme, but it will stop at the boundaries of the organization; it will only be wiped out by standing organizational perspectives and moving the AI x tool all the way to AI X, the frictions that are photographed by AI.
What the Department of International Technology would like to do is to make Agent your reliable digital friend, make each iterative delivery a scale; and let the whole organization grow again for AI.
Your next staff, not human.
